[opencms-dev] Encoding / Unmarshalling ISO-8859-15 problem

O.K. I will answer it myself :-)
It's a problem with xerces 1.4.4
The provider changed to 1.4.4 not knowing about a problem.
No encoding problems with xerces 2.6.1
