what exactly does this mean? i just installed OpenCMS on a W2K but can't 
start the setup (opencms/ocsetup is not available). the tomcat logfile 
shows the same exception:

org.opencms.main.CmsInitException: Critical error during OpenCms initialization: The OpenCms setup wizard is still enabled 

my setup is:

    Windows 2000 SP4
    MySql 4.1
    Tomcat 4.1.31
    JDK 1.4.2_08
    OpenCMS 6.0 RC1
