the "de" local is for german language for multilingual setups and if you
don't need it, delete it ;-)
I guess you nedd only the english one, right?

Why in the configuration file opencms-system.xml there are two locale
defaults
instead of only one?
<localesdefault>
<locale>en</locale>
<locale>de</locale>
</localesdefault>
Shall I delete one of them?
