[opencms-dev] Cannot login to workplace after setup

The other folders that do not exist after installation is
WEB-INF/jsp/online/system/workplace and its subfolders.
In WEB-INF/jsp/online/system/modules was only the folder
org.opencms.welcome.
An WEB-INF/jsp/offline/ folder does not exist.

Could this be the reason for my error messages?
Any hints why these folders where not created during installation?

The export folder is for static resources, as it was in earlier versions
of OpenCms. But in this version, by default static resources are
exported "on demand". Therefor the opencms servlet is registered as
handler for the 404 http error in web.xml.
