[opencms-dev] error creating user

Hi Opencms mailing list,

I am currently using OpenCms 6RC1 with tomcat 5.5.9, and MySQL. I have
no problem creating new users with Project Manager and Administrator
rights. But I cannot create a new user with user rights. Can anyone
help.
