Question 1:
Is there any available module for sending mail to certain users?

Question 2:
We are working on a system that provides the ability to post articles
under specific templates. What's the best way to store these articles?
Given that they contain a text with user-specified URLS and an image
for example?

Question 3:
Where should the images which are sent by the users (website users)
actually be stored?

Please try to answer all the questions
