[opencms-dev] opencms-dev and opencms-users

I'm wondering would it make sense to create a separate list for user
questions/discussions eg opencms-users.  It seems at least 50% of the
postings here are not related to the development of the system. I'm
quite happy to sign up to the list and answer questions, but I suspect
some of the developers may want to tune out when things get busy.
