Yes, you can setup a user limited privileges.
See http://www.mysql.com/ for documentation: unfortunately the whole topic 
is a little complex for a quick explanation. There is a GUI 
admin tool there also, but I've had trouble with it in the past -- maybe 
that's sorted now (?)
