[opencms-dev] oracle install without access to system user account

I did this recently.  You only need a user with create/drop/alter
table/index privileges, and you should be good to go.  Just make sure to
uncheck the 'create user' box when going through the setup process.

I am not sure how aggressively OpenCms drops existing objects when it
sets up its database, so using a dedicated opencms user/schema is
probably a good idea.
