U have to change the max_packet_size setting in MySQL to 16M

 We have 

Windows 2000 server
Opencms 6.0.0
Mysql 4.1.x
Tomcata 4.4
 Java SDK 1.4.1

We cannot upload even 1 MG PDF file. 

What is wrong
