Window -> Preferences... -> Ant -> Runtime -> Classpath -> Global 
Entries -> Add Jars...
- ant-contrib
- ant-opencms
- commons-digester
- commons-collections
- commons-logging
- commons-beanutils

I use ant at the commandline

 c:\cvsroot\opencms> ant bindist
