[opencms-dev] cookies are not set in template-JSPs

Hello *, 

I think I've noticed something - within a template-JSP, it's not
possible to set cookies (within a standalone JSP it works). 

To set the JSESSIONID-cookie manually would be necessary to keep the
session in an Apache-Tomcat-proxying scenario where OpenCMS is not
running in root-context. This scenario given, every request makes
Tomcat launching a new session-object, every single one useless
after their requests.

I would really appreciate any hints concerning this problem or any
workarounds.
