[opencms-dev] We added an element moving up and down function tothe xmlcontent editor

He have been thinking about this as well (since it is so obviously missing).

We may want to use a somewhat more advanced approach since the XMLEditor GUI
is clustered already, and having all the up an down arrows always visible
does add more complexity.
