[opencms-dev] cannot install opencms 6.0.4 - HTTP Status 503

I have no clue what's going on with the installation of 6.0.4 failing on me
here steadily. I installed 6.0.4 on another Windows XP 5.1 system without a
hitch. But on my notebook (Mysql 4.1, jdk 1.5.0_06, tomcat 5.5.15)
although setup seems to run without errors, the congratulations page doesn't
pop up, instead I get an error 503 

http://localhost:8080/opencms/index.jsp

HTTP Status 503 -
The requested service () is not currently available.

please help.
