[opencms-dev] Edit/Create Page gives "HTTP Status 404 "

Hello,
if i try to create or edit a ".html" page i got "HTTP Status 404 The 
requested resource () is not available.".
Creating of other resources works without any problems.
I'm using Opencms 5/Tomcat 4.
