[opencms-dev] Locks not held across Tomcat restarts

In the course of testing some OpenCms backup and restore stuff, I noticed
that locks don't seem to be held across Tomcat restarts: if I lock a
resource, exit from the Workplace, stop Tomcat, restart Tomcat and then log
on to the Workplace again, the log is no longer held.
 
Is this a bug?
