Joe,
We faced a similar problem when we used
org.OpenCms.staticexport.CmsAfterPublishStaticExportHandler instead of
org.opencms.staticexport.CmsAfterPublishStaticExportHandler (Capital O
and C in opencms).
Also, irrespective of whether you publish 1 file or many, OpenCMS does
not to incremental export.
