[opencms-dev] Create a module outside of OpenCms workplace?

Is there a way to take some files I am working on outside of OpenCms and
package them as an OpenCms module that can then be imported into
OpenCms?  An ant task would be wonderful.  If not, is the manifest.xml
file format specified anywhere, so that I could just create my own
manifest and then zip my files?
