[opencms-dev] OpenCms is not properly initialized!

Hi
I try to install Opencms. I have installed all components, and the *.war  
file did unpack ok. But if I try the
http://localhost:8080/opencms/setup/
I get:
HTTP Status 500
OpenCms is not properly initialized!
Please make sure that the OpenCms setup wizard has been run once and is  
disabled now.

The Log says:
12 Apr 2006 22:42:20,953 ERROR [pache.jasper.compiler.Compiler: 387] Javac  
exception
Unable to find a javac compiler;
com.sun.tools.javac.Main is not on the classpath.
Perhaps JAVA_HOME does not point to the JDK

but it does point to jdk:
JAVA_HOME
C:\j2sdk1.4.2_05


What might be wrong? Is it because I did not do this security thing for  
apache webserver?
