[opencms-dev] error 403

I configured apache2 on a host and also opencms and tomcat with two connectors
on 8080 and 8081. When I try to connect I get the following error from apache:

Any ideas what might be wrong? I'm running tomcat as user tomcat with jsvc FWIW.
