Yes, it seems to be. I tried the following: edit the file local, save as UTF-8. Upload in the VFS. When I request the textfile via browser, it is displayed okay in UTF-8. When I use cms.readFile(), I get an encoding which, unfortunately, seems to be even different from ISO-8859-1. Similar, but different.
