[opencms-dev] install on debian

tomcat is installed from debians testing repository. it's webroot is 
/usr/share/tomcat5/webapps/

all apps have root:root as user/group and works just fine (jsp-examples, 
etc.).

i'll try it with tomcat:tomcat. but i don't think that this is the cause.
