[opencms-dev] why projectmanager can not edit the index.jsp in folders

Dear all, 
  In Account Management, I created one project manager and one user. And 
facing folder, I configure "permissions" of one folder, and adding this 
project manager and this user as "Responsible users (Direct 
Publish+Read+Write+Control+View+Responsible+Overwrite inherited+Inherit on 
subfolders)", when this project manager and this user login the workplace, 
they can not edit this index.jsp file. 
  At lease, I think project manager can edit this index.jsp, so I think 
maybe something wrong in my operations. 
  Can someone point out my mistaks in my operations?
