[opencms-dev] Question about Modules

Module resources need to be in the VFS too (and therefore in the database)
if they're to be referred to by anything else which is in the VFS.

When importing modules is it safe to assume that no changes to the database
get made during an import?  Could I manually unzip the modules and copy the
files to their appropriate locations?
