[opencms-dev] opencms-xmlcontent.xsd file

The schema include is hard-coded, I think, so that OpenCms associates it
with functionality in class org.opencms.xml.CmsXmlContentDefinition. That
class defines the valid structure and values of documents which declare
themselves as conforming to opencms-xmlcontent.xsd, but no such schema file
really exists.
