Was your setup really successful?
The opencms wizard will only be deactivated, if the setup was complete.

Only then - if the wizard is disabled - the system will run at all, as
long as the wizard is active, the main part of the system refuses to run
(probably for security reasons - leaving the wizard activated in a
production environment would be very dangerous).


So please make sure that your install really was ok and that your log is
without errors.
