Hmm. I set CATALINA_BASE to be different to CATALINA_HOME, thus getting a
location for Tomcat config and webapp files which is specific to the runtime
instance of Tomcat, and that works fine - unpacking, installing and running
OpenCms. It's also useful for hosting multiple installations of OpenCms.
Maybe that would be useful for you too.

Actually I did the same described in this article a few hours ago, and that
worked.
First time I tried to unpack war to some directory and specified /opencms
context to point to that directory - and installation hanged.
Than I copied original WAR file to $CATALINA_HOME/webapps and configured
host to unpack and install WAR files - that solved the problem.
I still wandering why it wouldn't work with custom context location.
