Yes, it's possible. You can create a new tag such as <cms:relativelink></cms:relativelink> to get relative links.

If you use static export, then it should be possible to make the system generate relative links instead of absolute links. But I must say that I had some strange effects and switched back without looking more deeply into it.

Without static export, i don't think it's possible
