[opencms-dev] How we create new webuser from a JSP page ??

All is nice until the step when You want to verify if the user with that 
email address is already
added as webuser or not.
This check is necessary otherwise you allow a person to subscribe more 
than once.
Anybody has a comment on this?
The problem I see is that the list of web users is not accessible only 
to a logged in admin user
(as far as i know)
