You can not create a sibling of a folder.

You can create a copy of a folder where all its contents (only non-folder
resources) are copied as siblings rather than separate entities - folders
are copied as non-sibling resources.

If you examine the folder icon you will also note that the sibling
mark found on siblings isn't present on the folder.

Therfore you can't do what you are attempting to do.
