[opencms-dev] cms taglib libary

I think the taglib is only for the most common tasks or just a reference
implementation.
I personally use scriplet code.
All the CmsJspTag*-classes can be obviously used from scriplet but don't
necessarily support things to the same length as the equivalent tag
does.
