I was able to reproduce the behaviour with your WAR files on Tomcat 
5.5.17, Debian and JDK 1.5).

However, I think it is not the fault of log4j or commons-logging since 
both of them have no dependency to servlet code. It might have something 
to do with Tomcat's own logging code. The tomcat-user mailing list might 
be a good idea as well.

I do not have the time to investigate further but I am very much 
interested in the outcome of this. Could you post a link to your thread 
in the other mailing lists?
