This is NOT a bug.
Labels, help texts etc. are selected according to the locale you have
selected for your workplace.
When changing locale in the editor it is only the locale for the content
you are editing.
Note that the labels displayed in the widget don't have to be the same
as the values ending up in the file, so you can have different labels
in different locales corresponding to the same values written in any locale.
If you want to write different values into the content depending on the
locale of the content you have to ask someone more knowledgble than
me about how to access localized resources on other criteria than
the workplace locale.
