[opencms-dev] opencms/setup will not start, 404 error

While I suspect the solution is simple, I have been searching for a couple of days to find it.
I searched the threads here and found few others had had similar problems but no solutions 
were posted

Tomcat installed fine, opencms.war is deployed, but opencms/setup (w/ index.jsp tried) comes up 
with 404, resource not available.  All files are owned by tomcat.tomcat, I tried setting 
permissions to 777.  The apache-tomcat-5.5.20-compat is installed and I tried starting tomcat
with and without  -Djava.awt.headless=true.
