[opencms-dev] Create new Site during runtime

Hi @ all!

I have to develope a solution where we can add new Sites in OpenCms6 while
running like I normally would do with editing the
opencms-system.xml <sites> </sites> entrys

So that the new Site will apears in the Drop-Down field in
opencms-admin-area. So a new created User can login to workplace and edit
this new site.

Is this possible all during runtime? whithout restarting tomcat?
