[opencms-dev] OpenCms is not properly initialized!

In another mail in this list:

"For some reason, sometimes, the Tomcat default installation doesn't
includes the tools.jar library in the classpath. We must add this library to
the Tomcat classpath: %JAVA_HOME%\lib\tools.jar. Then, we can install
OpenCms without problems."
