[opencms-dev] OpenCMS better than Frameworks?

Hi All!

I've a litte sweet question ;)
Is OpenCMS better than a Framework like JavaServerFaces, Struts, 
Velocity, and so on....?

Or in other words:
in which cases it is better to use OpenCMS and in which a Framework?

I know, this question is racy ;) and a bit to skin-deep, ... but perhaps 
you could give me some general statements, anyhow :-)
