[opencms-dev] which locale comes first in the source editor?

The locale of the resource (property of the resource or inherited
from the folder hierachy) if content in that locale exists.

Otherwise i guess it somehow depends on the order of the locales
available in the configuration file and which locales are
available in the resource.
