oh, that's a bad news, but nice to know ;)
I would suggest to report this issue as a minor bug on bugzilla, so that 
it could be fixed for the next release 7.0.4.
But for now, I'm not sure, but perhaps you can deal directly with DB 
user / role tables and export the table data from the old instance and 
import it to the new one?
How many groups do you have, if they are not so much, can you assign 
roles to groups after the import?
