[opencms-dev] self-management flag in account creation

This flag allows / disallows the user to change it's password using the
"User properties" screen.

Some OpenCms customers use a single account (username / password) and give
that info out to a lot of different people. So all people use the same
account to log in to the workplace - which I personally think is not a good
idea. Now if someone would change the password of the account, the others
could not longer log in. Hence the "self management" flag, which, if
disabled, prevents changing the password.

Kind Regards,
Alex.
