[opencms-dev] /opencms/setup - error 404 on OpoenCms 7.0.3 installation

I tried what I though was routine but somehow I'm puzzled:

I installed tomcat5 under Ubuntu and deployed opencms.war (OpenCms 7.0.3)
to the /var/lib/tomcat5/webapps directory. Started tomcat and
saw that the war file was unpacked into /var/lib/tomcat5/webapps/opencms

Now I tried

http://localhost:8080/opencms/setup and I'm getting a 404.
