[opencms-dev] After upgrade from 6.2.x to 7.0.3 editor problems

After upgrade to 7.0.3 the site comes up and can be browsed but the
editor is displaying improperly:

 

 

 

First of all the top is showing GUI_LABEL_WPTITLE

 

The navigation portion on the left does not display and the pane on the
right the items are greyed out, any ideas?
