the message

> javax.servlet.ServletException: Critical error during OpenCms
> initialization: The OpenCms setup wizard is still enabled.

appeared when OpenCms was deployed by Tomcat.  I was able to run the setup 
wizard.  After having done that, the message no longer appeared, even if I 
restarted Tomcat.
