No module for that of which I know of. 

Of course you can add a new general property field 'comment' available for
all files by selecting the properties of any file, then switch to advanced
view and button 'define...'. There you can define a new property field
'comment' then. This field is then available for all files and folders.

So you can add a comment to a file via property dialog, but it's not really
very convenient for the end-user and probably need some more customization
of the property dialog.

Also, you probably want the comment to be displayed in the workplace list
view at least (and maybe also in the editor form). For the workplace list
view, some files like opencms-workplace.xml, CmsExplorer.java,
CmsResource.java, CmsUserSettings require modifications.

That above approach would just add one comment for the whole file, not a
word-alike commenting tool where you can mark single text passages and add a
note to each. For such, I'd probably look more into the FCKEditor direction
for a solution (using tags for meta data and comments, that are
ignored/dropped at output (OpenCms-side) somehow).
