It's just like other properties, with respect to "inheritance", properies are inherited from parent/ancestor folders. If you put it on, say, a site folder like /sites/default/ then only the resource types you specified will be available for that site. Or if you have for example a news folder like /sites/default/news/ you can set the property value on that folder, so that when creating new files under the news folder, only a newsarticle type should be available.
Assigning a value to either restypes.available or restypes.indexpage on a file will have no effect, it is only useful to set these values on a folder.
If your question was how you define a property (create it if it does not exist): new properties are defined (created) by clicking the "Define" button in the bottom of any properties dialog. It does not matter where the property is defined from. Once it's defined, it will be available on all resources. What matters is where you assign a value to a property.

That's useful information. So where does one put the property? I mean where (which file) does one define the restypes.available property?

You can define the resource types available via the "new" dialog by entering the type names in the property field "restypes.available" (you may need to create this property field).
Specifiy the resource types by their name and separate them with the pipe ("|") character.
You can also specify which resource types is available to the user as index pages upon folder creation in the same manner, using the property "restypes.indexpage".

Hello,
I've searched config files and the VFS for a way to configure the dialog box for a new resource. I would like to restrict this list to just a few choices to be sure that end users do not create resource types that we won't be using. Does anyone know of a way to configure that dialog? I do not wish to delete these resource types, only disable them from that box.
