Is the Choice you're referring to for the XSD templates the same as progressive disclosure where the value of an element in a template can be restricted/filtered based upon a choice in a parent element.

No, unfortunately not. We had to make a number of adjustments to our plans
in the past year. Xsd:choice is now on the list of items to be included in
OpenCms 8.
