You may have to increase the client sockets in your windows server where ocms is running.

The exception when restarting comes from incorrect sql statements in OAMP from modules, there is a missing space between NULL CONSTRAINT!

By the way why have you to use mssql server and windows?
You shall provider a teststatement as you have test to true.
