[opencms-dev] other means than uploading a file to the workplace?

My 7.5.0 workplace always crashes with a java heap error when I try to
upload an 18MB .SWF file. 

So what I need is a quick way to upload a file of some larger size
(18MB). 

I started the service (Windows XP) already with start parameters 
-Xms64m -Xmx1024m  to no avail.
