Open the /system/workplace/resources/jquery/unpacked/thickbox.js  there look for "var tb_msg" it is commented out.
But tb_msg  must be set
Same for packed version of thickbox.js.
Try again

I checked out the java-code comments-module CVS Head branch and build a 
new comments.jar. The error still occurs, not the one described below 
but the one described in bugzilla that the application shows only a bar 
when trying to load a comments-form.
