Thanks. I found the solution for that.
The problem was c:param tag inside c:import tag doesn't work. Only 'path' parameter is passed to the controller. 

Now I try to create to location for views. Cms-Internal (inside Cms Vfs) and Cms-external (outside Cms Vfs). The easiest way would be 
creating some location and export it to external export point. I created in vfs ...org.phibase.template/elements/external/ and exported it to WEB-INF/external/ which worked for directory but if I put inside it welcome.jsp view I had: WEB-INF/external/ directory and file WEB-INF/externalwellcome.jsp :(
